Legaspi is MMSU-PRAISE Outstanding Researcher

Ms. Noralyn B. Legaspi, a university researcher I of the Research Directorate, was named the 2021 outstanding researcher of the Program on Awards and Incentives for Service Excellence (PRAISE) of the Mariano Marcos State University (MMSU) during its awarding ceremony held on March 22, 2022, at the Teatro Ilocandia.

The MMSU-PRAISE is an annual award providing recognitions and incentives based on performance, innovative ideas, and exemplary behavior of University officials and employees, individually or in groups. The PRAISE award is one of the highlights of the University’s celebration of its founding anniversary

Ms. Legaspi, who received the award for the second time, was cited for her exemplary performance in R&D undertakings along garlic, shallot, organic farming for vegetables and rice production, and root crops with a special focus on Dioscorea luzonensis, locally known as kamangeg. Her research on the latter resulted in developing technologies for value-added products, which transformed into commercially-viable products adopted by entrepreneurs. 

In addition, some of the technologies from Ms. Legaspi’s research endeavors also secured intellectual property rights as utility models, contributing to MMSU’s goal for research productivity.

Likewise, her track record on bulb and root crops R&D paved the way for Ms. Legaspi’s appointment to national technical working groups. She has represented the academe sector in the Technical Working Group (TWG) on the Grading and Classification of Onion, Shallot, and Garlic of the Philippine National Standard under the Department of Agriculture-Bureau of Agriculture and Fisheries Standards (PNS-DA-BAFS) since 2018.   She is also a member of the Root Crops TWG of the National Seed Industry Council (NSIC) of DA-Bureau of Plant and Industry from 2021.

Ms. Legaspi and other PRAISE recipients received their awards from Dr. Prospero de Vera, chair of the Commission on Higher Education and MMSU Board of Regents, and Dr. Shirley C. Agrupis, University president, with the presence of other honored guests, Atty. Rex Ami and Dir. Hedy Jose Lardizabal, the provincial and regional directors, respectively, of the Civil Service Commission.
