Biography

A PhD in Community Development, he is presently a Professor of Development Studies at the College of Agriculture, Food, and Sustainable Development (CAFSD), Mariano Marcos State University, Ilocos Norte, Philippines. He has years of experience as teacher; active researcher; academic, research and extension administrator; change and development consultant/specialist; and manager/leader of RDE programs and projects. He is author, co-author, editor and/or translator of more than 20 published books, guidebooks, manuals, learning and training modules, and journal articles which were presented in local, regional, national, international forums. He has multiple "best" awards from the Philippine Association of Research Managers (PHILARM) as author and co-author of RDE Management Papers. He is a member of the Society for International Development, National Geographic Society, International Institute of Research Engineers and Doctors, Philippine Sociological Society, International Society for Southeast Asian Agricultural Sciences, Philippine Society of Public Administration and lifetime member of the Gamma Sigma Delta Honor Society. He was also nominated to the Pi Gamma Mu and Pi Kappa Pi Honor Societies. He is listed in the directory of "friends of NEDA-I."
