Biography

Dr. Marlowe U. Aquino is an educator, rural sociologist, community development advocate and practitioner. Presently, he is the Managing Director of the FRAMES Development Program that enhances the education and sports development of the youth.

A PhD degree holder in Community Development and Social Forestry (Academic Excellence Awardee 2005 and Best Dissertation Award Recipient) – University of the Philippines, Los Banos, Master of Science inb Agricultural Education – Benguet State University, 1993, Post Graduate Studies in Rural Sociology – University of Queensland, St. Lucia, Brisbane, Queensland, Australia in 1992, and Bachelor of Science in Agricultural Education (Cum Laude) – Benguet State University in 1987. A recipient of various professional and institutional awards including the very prestigious Most Outstanding Distinguished Alumni (1916- 2016) of Benguet State University given during the Centennial Year Celebration in 25 September 2016.

 Also, he is a full-time professor/core faculty of the Graduate School of the Mariano Marcos State University and concurrently the Chief of the International Programs. He is also the program Leader and management coordinator of the Commission on Higher Education (CHED) – Indigenous Knowledge System and Cultural Management (IKSCM) Program with the Philippine-Canada Education Consortium for International Collaborative Partnerships (PhilCanEDUCON Magic 7+). An adjunct professor of the Benguet State University – Open University in research, education, management, development communication and handling community and community health development courses.

Furthermore, he is a strong advocate in community development, research and knowledge management, technology development and commercialization, education management; researcher and development practitioner, and a respected after sought technical expert, resource person/lecturer on food, culture, gender and cultural sensitivity, educational research and extension modalities, knowledge management, food and culture, indigenous knowledge system, agriculture and rural sociology, health and nutrition and, environment management and sustainable community development in various educational, training and development institutions while providing technical mentoring with emphasis on socio-cultural, technoeconomic and environmental dimensions in the Philippines and abroad.

 In addition, he is a member of various professional societies and associations dealing with local, regional, national and global issues which maintain cadre of professional networks and partnerships in research management, knowledge management and business entrepreneurship. He has worked and served communities through various national and international projects of the United Nations – International Fund for Agricultural Development (IFAD), Food and Agricultural Organization (FAO), UNDP-ESCAP, Asian Productivity Organization, IRRI, and ICRISAT, and Departments of Agriculture, Science and Technology, Education, Labor and Employment, and the Commission of Higher Education’s Higher Education Institutions.

Finally, he has conducted researches, published scientific articles and translated various research outputs in popular forms used for research management, knowledge management, education, training and development. He is considered as a global citizen with his dynamic interactions, relationships, and networks with various nationals and cultures in understanding the dynamics of community development, village-based tourism, social transformation, educational reforms, inclusive education, gender-cultural sensitivity development, climate resiliency, agricultural and natural resource management and sustainable community development.
