Brief Description
This is the Study 3 from the project "Assessment of climate change impacts and adaptation strategies in aid of local adaptation plan on rice-based production in Ilocos Norte"

Locale of the Study

The study sites will be purposively selected particularly municipalities with rice-based production as major livelihood and which were identified as most vulnerable to climate change based on risk-assessment made by the provincial government.

Samples and Respondents

The respondents will be purposively selected from the list of CC adaptation program beneficiaries obtained from the selected Local government units (LGUs). The group of respondents will include the following: program beneficiaries, LGU personnel, and non-government/civic organizations (NGOs/COs).

Data Collection

The primary data needed in the study will be collected from April 2014-June 2014. The collection will be done by a research group (RG) composed of five members of the research team (RT). The RT will collectively plan and strategized the data collection. They will have an orientation and training about the processes, techniques and tactics in data handling and organizing. Two data forms will be obtained: a) primary data collected through interview of household heads and LGU implementers and FGDs conducted with selected respondents; and b) secondary information from relevant documents obtained from various agencies/stakeholders.

Interview Questionnaire and Administration

Two sets of questionnaires will be developed to serve as gathering instruments for the primary data needed in the study. One for the CC adaptation program beneficiaries first prepared in English language and then translated and eventually will be administered in the Ilocano dialect. This will be a seven-part questionnaire that will elicit the following information: household demographics, assets, employment and income, expenditures, agricultural production, participation in community activities and programs, and needs assessment. The other set will be the questionnaire intended for the service providers or program implementers. It will comprise of three major parts: personal information, CC adaptation program governance and empowerment, and program delivery and implementation.

The interview instruments will be pre-tested to non-beneficiaries before they will be utilized. Major defects or deficiencies will be noted and questionnaire will be reconstructed.

The Focus Group Discussion Guide and Administration

To obtain more information about the program and as means to cross-check and validate such, FGDs in the municipalities of the study sites will be done with concerned LGU officials and select respondents who have direct knowledge of the CC adaptation programs. The FGDs will be coordinated and pre-arranged by the concerned LGU and these will be conducted in their respective municipal halls. To guide the process, questions will be deliberately prepared. In the conduct of the FGD, one among the RG will serve as speaker and the other members will act as facilitator/rapporteur.

Data Analysis and Interpretation

The collected data will be analyzed and interpreted using a combination of quantitative and qualitative techniques. For the quantitative analysis, descriptive statistics will be used i.e., frequency counts, percentages and averages. Qualitative interpretations will be made on the data to lend support and explanation to the numerical information obtained.
